Molly Carroll

Researcher & Evaluator

Molly Garner Carroll is an evaluator and researcher within the Wisconsin Center for Education Research and the Region 10 Comprehensive Center. She also supports educational policy and teacher education efforts with the WCER Clinical Program and Mary T. Kellner Teacher Educator Center. She has extensive experience with teacher education programs and issues of workforce development. Molly has supported the WI Dept of Public Instruction in the development and rollout of a K-12 Civics-focused Scope and Sequence, statewide Grow Your Own educator program inventory, intra-agency culture and climate improvement efforts, and educator effectiveness supports. 

Molly has coordinated over 20 translational research projects with educational partners in the field and has a strong understanding of educator preparation, workforce development, teacher evaluation, professional learning, action research, engaged research/evaluation, educational policy development, and organizational improvements. She enjoys navigating complex projects in ways that are responsive to the needs of organizational partners. 

Molly was a 6th grade teacher, principal overseas, and Title I consultant at the WI-DPI, and director of school-university partnerships. She earned her master’s and doctoral degrees in Educational Leadership and Policy Analysis from the University of Wisconsin-Madison.
